o establish a resourceful and modern country by 2021 through effective use of Information and Communication Technology (ICT) -- a "Digital Bangladesh", the democratic government has declared the "Vision 2021". The government has implemented some initiatives in e-governance, e-commerce, e-banking, as well as in the development of the mobile-phone network capacities.
